Two Counselling Systems, Not One
The single most useful thing to understand about NEET PG counselling is that there are two parallel systems, and most candidates will be in both.
The Medical Counselling Committee (MCC), at mcc.nic.in, conducts counselling for All India Quota seats -- 50 per cent of the seats in government medical colleges -- together with deemed university and central university seats. State counselling authorities conduct counselling for state quota seats, each in its own state, on its own portal, with its own registration, its own fees and its own schedule.
They are separate processes. Registering with MCC does not register you with your state authority, and a state allotment does not appear in the MCC system. Candidates who assume that one covers the other lose rounds they could have entered.
What MCC Runs
MCC handles All India Quota seats, which is half the seats in government medical colleges, along with deemed university and central university seats. It works from a single national merit list derived from the NEET PG result and runs in multiple rounds. Its schedule is published after the NEET PG result is declared.
Because the All India Quota pool is national, domicile does not restrict where you can be allotted. That widens your options and widens your competition at the same time.
What State Authorities Run
Each state runs counselling for its own state quota seats, which is where the majority of seats in most states sit. Eligibility for state quota is governed by that state's own domicile and eligibility rules, and these vary considerably: some states weight where you completed your MBBS, others where you hold domicile, and some use both.
Private college seats within a state are usually handled through the state process, although the arrangements differ from state to state. Rules on bond service, fee structure and eligibility for institutional or management quotas are all state-level matters as well.
The practical implication is simple. Read your own state's information brochure in full, and do not assume that what a friend in another state describes applies to you.
The Sequence: Registration, Choice Filling, Allotment, Reporting
Both systems follow broadly the same four-stage shape.
Registration. You create an account on the counselling portal and enter your NEET PG details, personal details and category. There is a registration fee, and in the MCC process a refundable security deposit applies to certain seat types. Registration windows are strictly time-bound and do not reopen for individual candidates.
Choice filling and locking. You list the college-and-branch combinations you would accept, in order of preference. This stage decides your outcome more than any other. Choices that are not locked before the deadline may be treated as automatically locked or as not submitted at all, depending on the portal's rules, which is a good reason to lock deliberately rather than let a deadline decide on your behalf.
Seat allotment. The system processes the merit list against locked choices and allots seats. The outcome is published as an allotment letter you download from the portal.
Reporting and document verification. You report to the allotted institution within the stated window with your original documents, and verification happens there. Failing to report within the window forfeits the seat and, depending on the round and the system, can carry consequences for later rounds.
Subsequent rounds then repeat the cycle with the seats that remain. The rules governing whether you may hold an allotted seat while trying for a better one -- upgradation, resignation, exit -- differ by round and by system, and they are the rules most worth reading carefully in the official brochure before you act on them.
Documents to Prepare Now
Do this while you are waiting for the result rather than after it. Verification queues are unforgiving and reprints take days.
NEET PG 2026 scorecard, downloaded from natboard.edu.in, and your NEET PG admit card.
MBBS degree certificate, or the provisional pass certificate, together with all MBBS mark sheets.
Internship completion certificate. For NEET PG 2026 eligibility the internship completion cutoff is 30 September 2026, per the information bulletin as reported, so check that the wording and date on your certificate are correct rather than assuming they are.
Permanent or provisional registration certificate from a state medical council or the NMC.
Category certificate in the prescribed format wherever you are claiming a category. EWS and OBC certificates commonly carry validity requirements, and an out-of-date certificate is among the most frequent causes of a rejected claim.
PwBD certificate from a designated authority where applicable, and a domicile or residence certificate for state quota claims.
Photo identity, passport-sized photographs, and the Class 10 certificate as proof of date of birth.
Keep clear scans of each at the file size the portal specifies, and a physical set for reporting.
Common Mistakes
Registering for one system and forgetting the other. If you want both All India Quota and state quota options, you register separately for both.
Filling a short choice list. Every option you leave off is a seat you cannot be allotted. A longer, honestly ordered list costs nothing.
Ordering choices by expected cutoff rather than by preference. The system allots the highest-ranked choice available to you, so put what you actually want first. Omitting something because you assume it is out of reach guarantees you will not get it.
Missing the lock step. An unlocked choice list is the most common self-inflicted loss in the entire process.
Letting a category certificate lapse, or presenting one in a format the authority does not accept.
Assuming that allotment is admission. A seat is confirmed by reporting and verification within the window, not by the allotment letter.
Acting on a screenshot. Schedules circulate constantly on messaging apps, often altered or out of date. Check the portal itself.
Ignoring the financial commitment attached to a choice. Deemed and private seats carry fees and bond conditions that should be understood before you rank them, not after you are allotted one.
Where the Official Schedules Appear
MCC publishes its NEET PG counselling schedule and round-wise notices at mcc.nic.in after the result is declared. Each state counselling authority publishes its own schedule on its own portal. NBEMS publishes result and scorecard information at natboard.edu.in.
We are deliberately not giving 2026 counselling dates in this article, because none had been notified as of 2 September 2026. The January 2026 percentile reduction for the 2025 cycle shows that late seat-filling measures can happen; how they play out is decided by the counselling authorities, not by the result. That is a useful reminder that a counselling calendar can extend well beyond its original shape, and that treating any circulating date as final is a mistake.
